Fostering is a formal social care role. The assessment process is designed to ensure safety and stability for children. Here are the core legal requirements and how agencies evaluate them:
1. The Spare Bedroom Rule (Mandatory)
Under UK fostering regulations, **having a spare bedroom is a mandatory requirement**. Every foster child needs their own private room for safeguarding, privacy, and personal space.
- No Room Sharing — A foster child cannot share a bedroom with adults or other children (except occasionally in sibling group placements with prior social worker approval).
- Exceptions — Babies under 2 years old can sleep in a cot in the foster carer's bedroom.
- Room Quality — The room must fit a bed, wardrobe, and desk, have an opening window, and proper heating. A study, attic room, or basement room can qualify if it has a legal escape route window.
2. Can You Work and Foster?
**Yes, you can work and foster.** Fostering providers welcome working carers. However, you must demonstrate flexibility to meet the child's needs.
- Toddlers & Young Children — Typically require a full-time carer at home or one working highly flexible/part-time hours to handle school runs, training, and reviews.
- Teenagers & Short Breaks — More compatible with full-time employment, provided you have emergency back-up care arrangements in place.
- Commitment — You must be available to attend case reviews, training sessions, and school parent evenings.
3. Medical & Lifestyle Factors
Assessors evaluate physical and emotional fitness to support a child:
- Mental Health — A history of anxiety or depression is not an automatic barrier. Assessors will review whether your health is currently stable, managed, and how you cope with stress.
- Smoking & Vaping — Under UK guidelines, you cannot foster children under 5 years old (or children with heart/respiratory conditions) if anyone in your household smokes or vapes. Most agencies require you to be smoke-free for 12 months.
- Pets — Pets are highly valued in fostering families. A standard pet safety assessment is conducted to verify the animal's temperament.
4. Criminal Convictions & DBS
All foster carers and adult household members undergo an Enhanced DBS check. Offences against children, sexual offences, and severe violent crimes are **automatic bars** to fostering. Other minor or historical offences (such as driving infractions or juvenile incidents) do not automatically prevent approval, but must be declared honestly at the beginning of the assessment.
